Lahore has more software houses than any other city in Pakistan, and picking between them is harder than it should be. Most "top 10" lists are pay-to-play or written by whoever is on them. This one names real firms, describes what they actually do, and — more usefully — sets out the PKR costs and the specific questions that separate a firm that will deliver from one that will not.

Where Lahore's Software Houses Are Concentrated
Johar Town holds the densest cluster, helped by proximity to Arfa Software Technology Park on Ferozepur Road, which houses dozens of firms in one building. Gulberg has a strong concentration of mid-sized agencies and marketing-adjacent studios. DHA tends toward smaller, boutique teams. Model Town, Shadman and Bahria Town each have established firms serving local businesses.
Location matters less than most buyers assume. Requirements gathering and staff training genuinely benefit from being in the same city — everything after that is delivered remotely regardless of which neighbourhood the office sits in. Choosing a firm two kilometres closer is not a reason to accept a worse proposal.
What Custom Software Actually Costs in Lahore
Published prices are rare in this market, which makes budgeting difficult. Broad ranges for locally-built business software:
Single-module system (inventory tracking, invoicing, a booking tool) — from around PKR 80,000.
Multi-module system (inventory + POS + accounts, connected) — roughly PKR 150,000 to 400,000.
Full ERP across operations, finance and HR — from PKR 400,000 upward, often well beyond.
Business website — PKR 60,000 to 180,000 depending on pages and integrations.
Annual maintenance contract — typically 15–20% of the original project value per year.
Quotes dramatically below these figures usually mean a template is being resold with your logo on it. That can be fine if a template genuinely fits how you work. It is expensive when it does not, because you end up paying twice — once for the template, then again to replace it.
Five Questions That Separate Good Firms From Bad
Can I speak to two clients running the system you built? Portfolios are easy to fake; a phone call is not.
Is the price fixed, and what specifically triggers a change order? Get it written down before the deposit.
Who owns the source code and hosting accounts after handover? The answer should be you, in your own name. This is where most disputes begin.
Who writes the code day to day? Some firms sell with seniors and deliver with juniors. Ask for names.
What support is included after launch, and for how long? "We'll look after you" is not a support period.
A note on P@SHA membership.
The Pakistan Software Houses Association maintains a member register, which is a reasonable first filter — members are registered businesses rather than individuals trading informally. It is not a quality guarantee, and plenty of capable smaller firms are not members. Treat it as one signal, not a shortlist.
